For some reason, only half of these mods seem to work properly with this version of the game. The Brakes Changes, Handling Changes, and Visual Clarity work, but Extended Live Tuning, Visual Damage Remover, Traffic Disabler, Items and NOS Changes, don't work at all. The "High speed" rating is based on gearing, power, and drag. So even if you have a lot of power if your gear ratios are too short you can't reach high speeds with a 5 or 6 speed gearbox
